There is a line at your property boundary. On your side, any licensed electrician can work. On the network side, only an Authorised Service Provider can — and doing it without one is illegal, uninsurable and gets ripped out at inspection.

A Level 2 Accredited Service Provider is authorised to work on the network side of your property — the part between the street and your meter. Any job that touches your service line, meter or point of attachment legally requires one. A general electrician cannot do it, no matter how experienced they are. If you are building new, upgrading to three phase, moving a meter or your mains have come down, you need a Level 2.
